In June 2000, Kai Fu Property was founded on the vibrant land of Hong Kong. From a local enterprise, it has grown into a professional property management company specializing in public housing. For over 20 years, we have grown together with the city, standing alongside countless grassroots families to create safe, clean, and comfortable living environments.
In August 2022, Kai Fu Property was fully acquired by China Travel Group, marking the beginning of a new chapter. As part of the China Travel Services development group, we now benefit from stronger resource support and the introduction of top-tier mainland technology experts, accelerating the development of intelligent property management. This enables us to deliver more efficient management and more attentive services, providing residents with smarter and more convenient living experiences.
Our footprint spans 19 estates, including 53,831 public housing units, 3,595 subsidized home ownership flats, 721 transitional housing units, and over 10,700 units served by independent security services—providing professional management and thoughtful community care to nearly 200,000 residents across Hong Kong.
Every day, our team of over 2,000 staff work tirelessly from dawn to dusk to ensure the smooth operation of each neighborhood, enabling every household to enjoy a safe and worry-free living environment.

Chief Executive Officer
Mr. Leung Kin-Bong Marco
Mr. Leung Kin-Bong Marco is currently the Chief Executive Officer of Kaifu Property Services, where he leads the business transformation and operational management of the “Kaifu” brand under China Travel Development.
As a cross-disciplinary professional with strong foundations in both management and engineering, Marco holds multiple credentials, including Registered Professional Housing Manager and a Tier 1 Licence from the Property Management Services Authority (PMSA). He is also a Chartered Engineer and a Certified ESG Planner, widely respected in the industry for his depth of experience and authoritative knowledge.
Marco is a senior member of several leading professional associations in Hong Kong, such as the Hong Kong Institute of Property Management and the Hong Kong Institution of Building Services Engineers. He has also served as a lecturer for more than ten years at the Vocational Training Council and City University of Hong Kong, nurturing future talents in the industry. With a distinguished track record in senior executive roles at major corporations, Marco specializes in integrating property management, engineering maintenance, and ESG strategy to drive corporate digital transformation.
Under his leadership, Kaifu Property Services holds essential industry accreditations, including a Category 2 Property Management Services Licence issued by the Hong Kong Housing Authority and registration as an Electrical Contractor under the Electrical and Mechanical Services Department (EMSD). The company delivers full-spectrum services—including property management, security, construction, and cleaning—and provides clients with integrated, end-to-end facility management solutions governed by high standards and regulatory excellence.
